In a commitment to bolster trade facilitation policies, modernize customs procedures, and create a favorable environment for economic growth, the House of Representatives, through the Chairman of the Committee on Customs and Excise, Hon. Leke Abejide, conveyed its determination during the inaugural meeting of the Standing Committee.

Hon. Abejide emphasized the committee’s dedication to ensuring the effective and efficient operation of the Nigeria Customs Service (NCS), a pivotal institution responsible for safeguarding the nation’s borders and contributing significantly to economic revenue.

Highlighting the achievements of the 9th Assembly, Hon. Abejide praised the successful repeal of the outdated Customs and Excise Management Act (CEMA), 2004, and the enactment of the new Nigeria Customs Service Act, 2023. He expressed optimism that this legal framework would significantly enhance revenue contributions to the Federation Account.

“This groundbreaking legislation signifies a crucial milestone in our efforts to streamline customs procedures, facilitate trade, improve revenue generation, and promote economic growth,” stated Hon. Abejide. He affirmed the committee’s unwavering commitment to pursuing excellence and promised tireless efforts to modernize customs procedures and promote economic development.

Under the new Act, the NCS gains access to increased revenue through a new financing model of 4% Free on Board (FOB), enabling more effective and efficient operations. The legislation also introduces a robust e-commerce system, aligning the NCS with global digital trends and facilitating rapid revenue generation and improved ease of doing business.

Hon. Abejide highlighted the establishment of a clear leadership structure for the Nigeria Customs Service as another milestone. The new Act ensures the appointment of a career officer, at least at the rank of Assistant Comptroller General, as the Comptroller-General of Customs by the President, providing clarity in leadership appointments.

The committee acknowledged its responsibility to oversee the effective implementation of the NCS Act, 2023, emphasizing the importance of transparency, accountability, and efficiency in the service’s operations. Close scrutiny of revenue collection and remittance processes, along with regular reviews of customs and excise laws, will be integral to ensuring continued relevance and effectiveness in the ever-changing economic and technological landscape.

Hon. Abejide assured that the committee would diligently review the NCS’s annual budget proposals, ensuring alignment with comprehensive economic and fiscal policies. He emphasized the importance of teamwork and collaboration to address challenges, striking a balance between revenue collection, facilitation of legitimate trade, and securing borders against illicit activities.
